Sec 2（b) 讲对于J visa禁令限于 to the extent the alien is participating in an intern, trainee, teacher, camp counselor, au pair, or summer work travel program, and any alien accompanying or following to join such alien;。

反之，其他未列举J活动不在禁令范围之内。Greg Siskind团队在早前直播中也讲了Professor和Teacher不一样。Professor不在之内。

除非满足Sec. 3. (iv)
(iv)   any alien whose entry would be in the national interest as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees.
national interest 怎么定义？

(i)   The Secretary of State, the Secretary of Labor, and the Secretary of Homeland Security shall establish standards to define categories of aliens covered by section 3(b)(iv) of this proclamation, including those that:  are critical to the defense, law enforcement, diplomacy, or national security of the United States; are involved with the provision of medical care to individuals who have contracted COVID-19 and are currently hospitalized; are involved with the provision of medical research at United States facilities to help the United States combat COVID-19; or are necessary to facilitate the immediate and continued economic recovery of the United States.

对，但是professor不仅限于J签证，还有h-1b签证，which is banned as well.

H1-B境外出差更新签证改是不是

2月到英国出差更新签证被check，是不是就不会issue了？
