只要在6月24日前有有效的非移民签证（如B签），就不受此次EO的影响(？)

纯讨论法条，虽然内心希望是真的，但是我也知道希望渺茫。。。

我觉得sec3 的(ii)和(iii)应该配合着一起看。

首先它是ban entry of H1B/H2B/J1/L1 visa holders.
那3(iii)的旅行证件也跟这些签证没有关系啊，这个exempt难道不也同样诡异吗？
按照3(iii)的逻辑，如果今天持有有效的回美证，登陆证之类的，到年底之前持H1B visa入境也不受此禁令影响。。。那就可以合理怀疑3(ii)是指所有non immigrant visa。
（因为如果3(iii)要用回美证入境，那跟这个proclamation更没关系了）

以下是观点，求轻喷。
1. 不应该是typo或者忘记specify，这个是native English speaking country policy published to the entire world，怎么着也经过了无数的review，白宫的人精们能发现不了我们都能发现的漏洞么。
2. 即使是真的写错了，按照疑点利益归于被告原则，也应该这样理解。除非他们这几天发现了把这条堵上。
3. 结合以上，倾向于这是个故意留出来的洞。目的是让这个东西看上去很吓人，达到选举的目的。

当然consulate仍然可以选择suspend所有visa issuance，那就反正都拿不到visa。。。
以及跟入境处官员argue说不定人家一巴掌把你呼回来。
以及更有可能。。。按照中国边检的严格程度，直接一刀切不让你走，管你符不符合。（中国边检一向是比接收的要求更严格的。比如有些国家对方免签但边检不放行白本护照）

If a foreign national is outside the U.S. on June 24 and in possession of a valid visa on that date, must the foreign national seek entry pursuant to that visa stamp category, or can he or she obtain a visa stamp for a different visa category and then enter in that different visa classification? For example, can an F-1 visa holder who is outside the country on June 24 later obtain an H-1B visa stamp (e.g., in October) and then enter in H-1B status?

The text of the proclamation states that the ban will only apply to a foreign national who is outside of the U.S. and “does not have a nonimmigrant visa that is valid on the effective date of the proclamation.” The text does not impose any requirement that the foreign national enter pursuant to the visa stamp that is valid on June 24. Despite the clear text, the agencies have not issued any implementing guidance and we do not know how the government will apply the provision.

A: That is exactly how I interpret this. Terrible drafting, but technically is says that.
