由于波士顿事件嫌犯当时持SEVIS过期的学生签证进入美国，造成事件之后美国边检（CBP）加强了对于签证的审核。具体来说就是如果手持学生（F）签证或者其他签证但文件不完全，基本都要进行secondary inspection，另外如果入关时含含糊糊说不清楚，也有可能需要额外的检查，由于最近是毕业生家长来美的高峰时期，特别要注意文件的完整性，以免引起不必要的麻烦。另外如果是探亲或个人旅游而语言方面不过关的话，最好对来美原因、计划等问题事先做好准备，以免问起时逻辑混乱令人生疑，特别是著名的Yes/No问题，尽管现在CBP和航空公司意识到这方面的问题有翻译辅助，但是入手远远不够，说不清楚的人容易被扔去做二次检查。

完整的学生入关文件一般包括：

1. 带有效签证的护照

2. 最新的I20

3. 有效Travel signature

其他探亲旅游等个人不清楚，请查阅相关文件



具体到入关时间的延长，为原入关时间+二次检查时间，前者取决于你的RP和下飞机后在所有乘客中的位置，后排位置和下来以后跑得慢的会明显比较亏，后者取决于人的多少，大致在1-1.5小时左右

如果说正常顺利入关时间一般在45min左右，则现在可能延长至1.5-2.5小时



secondary inspection二次检查流程：

在CBP官员带领下在一个房间中等候，1小时左右以后会被叫至小房间中一对一回答几个走过场的问题，一般而言气氛轻松愉快，问题内容可能包括任何和SEVIS记录变更有关的项目例如CPT、OPT、转校、转专业、交换生等等，基本属于没话找话型。



对转机的影响：

如果是同公司班机，如果来不及会有相应的改签安排。

如果不同公司班机，上帝与你同在。



I94电子化：

目前还是纸质版，可能月底会落实电子化



贴一个某学校对于此事的特别说明，注意其中有夸大成分，不排除是指最坏情况：

CBP SECONDARY INSPECTION

If you are RETURNING to the U.S. WITHIN THE NEXT FEW WEEKS, please be aware that many U.S. Customs and Border Protection (CBP) ports of entry are currently sending anyone entering on a student visa to secondary inspection. This change comes due to the fact that one of the students accused of covering up evidence from the Boston bombing entered the U.S. on a terminated SEVIS record. If you are sent to secondary inspection, please expect a 3 - 4 hour delay. Though this is inconvenient, CBP is working to make this process more efficient. CBP has stated that within the next few weeks they hope to have the capabilities that will allow them to run the extra SEVIS check without having to send student visa holders to secondary inspection.



CBP DELAYS THROUGH SEPTEMBER

Please note that due to the government sequester (budget cuts), there may be a shortage of officers working at the various Customs ports of entries. As a result, the wait time for passing through Customs may be longer when you are returning to the U.S. this summer or fall. When making your travel plans, it may be in your best interest to expect at least a 2 - 3 hour delay in Customs.



I-94 POLICY CHANGE - REMINDER

Please be aware that the CBP office will stop issuing paper I-94 cards at airports and sea ports - they are moving to a completely automated I-94 system. This new rule will be implemented at all airports and sea ports by the end of May 2013. Once this change goes into effect, you will no longer receive a paper I-94 card during entry to the U.S. by airplane or cruise. However, when you reenter DOUBLE-CHECK to make sure that your passport is properly stamped and marked F-1 D/S.

第一次入境的没这东西

前几周持F1从芝加哥入关，除了感觉暑假游客多了好多，队伍比较长外，没有觉察出任何的不一样，更没有被secondary inspection
