We are aware of the issue and we realize that it can be frustrating not hearing from USCIS at this time. We also acknowledge this could jeopardize the job opportunities of your friends and colleagues. It’s difficult for us to contact USCIS directly ourselves because OPT is considered a personal application and USCIS representatives are not easily available to talk about general concerns with us for each specific case details. I would still encourage your friends to reach out to us so we can get an idea of how many students are waiting on their receipt notices. We do advocate for students though our national association, NAFSA, which does have greater ability to reach out to government representatives. NAFSA is definitely aware of this issue but so far we haven’t heard any more information about a potential resolution than what you have provided.

Your STEM extension was only recommended in late November and with the reported delays plus the U.S. holidays, it’s not surprising that you haven’t received a receipt notice yet. You can continue to work once your OPT ends for up to 180 days with the I-20 that shows your recommendation while your application is pending
