If citation matters in your case, it does. In my opinion, you may shrink your research into a very small field but not a mechanical engnieering (this is a big research field, many people have high citations). Then you can try the best to magnify your contribution in the small field. You should work with your lawyer together to find a better way to emphasize your major contributions in the pentition letter.

It is said if you submit it the same way in a short time, you case could be assigned to the same officer. But you previous one is not PP, so your new case with PP may not be assigned to the same officer. It is safe to submit after 3 months. Anyway, you need to take time to emphasize your major contributions by working together with your lawyer (do the best).

Thanks gmcheng. Yes I'm trying to prove that I work in a very small field within mechanical engineering and there are very few researchers publishing few papers per year, thus citations will always be low.

I am getting letters from two editors citing that it's a very small research field and I am outstanding in it with max. possible citations in 7 years.

Anyone received similar NOID please let me. Your help is highly appreciated.

You need more recommendation letters outside the U.S. Find researchers or professors who cited your paper deeply or use your paper as a state of the art for comparison or for baseline. It would’ve better to find at least 2-3 more international recommendation letters. For others, there is nothing you can change in a short period of time.

无论你何时re-apply, 你的申请记录任何IO都能看得到，真的是不太走运。这也说明你的Statement里的内容出了问题。 EB1B应该是比较好申请的一种了，竟然还会被人argue 1000citations。

杀手从来没有离开，只会越来越多。NSC从来都是1000没啥奇怪的，奇怪的是楼主申请EB1B，竟然被要求1000次citation.

感觉抓住了你的citation然后再找其他的毛病，回复的意义不大，还是选择refile吧。ME专业上1000真的是很难的。
