EB1B Petition NSC - Received NOID

Hi,

I need help. I am PhD in Mechanical Engineering with below profile:
Publications: 31 [Journal:13 (first author:9), Conference:16(first author:8), Theses:2]

Citations:104 (When filed, now 127) - it is hard to get citations in my field.

Reviews: 40-45

Awards:
Best Paper Award: 1
Prestigious international award in field: 1

Served as:
Consistent reviewer for all prestigious journals and conferences in my field.
Served as technical editor for a journal
Chair for conference session
On committee reviewing research proposals at my company.

Paten: 1 provisional patent filed for novel technology that I developed.

Letters of recommendation with original petition:
7 ( US : 5, International : 2)
Out of 7 : Independent : 5

In NOID:
Officer says person satisfies plain criteria for EB1B but fails in two prong analysis at final merit determination:

1. Person has definitely risen above field but it doesn't indicate that person is internationally acclaimed.  Citations are not in 1000s, no objective evidence that contributions are actually used.
2. 5 out of 7 letters are within US
3. person is not elected in journal editor board

Has anyone received such NOID? Need help . .

感觉抓住了你的citation然后再找其他的毛病，回复的意义不大，还是选择refile吧。ME专业上1000真的是很难的。

哦，1000杀手又来了……NSC杀手越来越喜欢1000这个数字了。

Thanks gmcheng. Yes I'm trying to prove that I work in a very small field within mechanical engineering and there are very few researchers publishing few papers per year, thus citations will always be low.

I am getting letters from two editors citing that it's a very small research field and I am outstanding in it with max. possible citations in 7 years.

I'm planning to get 1-2 letters from Europe who invited me to give presentation on my developed technology.
Planning to get 2 letters from journal editors citing that I am been invited for reviews and chair session due to outstanding achievements
Letter from award committee explaining international selection process and how I compare with past awardees.
Letter from public and private industry on how my technology and patent are used

Thus planning to get:
8 US letters and 4 letters from Europe.

Would it be suffice? How did you tackle with NOID if received before.
I am lost and don't understand what all can be added.

Looks tough..... I would suggest withdraw this petition and file for another try.

楼主officer id 是多少? 什么时候交的? PP了么?   
可以找一些普通的journal，加入它们的board    和同行比较citation，和同时期的paper比较citation

Overall, the officer didn't like your case. It suggests to withdraw it and submit it again after 3 months. Then, you case may be assigned to another officer. From the present NOID, it is hard to persuade the officer that 100 citations doesn't affect your major contribution.

it is 015x , it is regular processing filed in sept 2020, received NOID few days back. Yes, I have made list of people from my field who have less citations. Actually journals in my field has impact factor of 1.86, I have received highest possible citations per year but USCIS is not convinced with citation numbers.

To offset trying to get letters indicating how my technology is used in industry and academia. Also getting letters from international scientists on importance of technology that i have developed in having breakthrough in field.

not withdrawing petition, trying to response as this is last chance for me. My EB1A is already rejected saying low citation count.

But in my field it's very difficult to get citations.

Thanks gmcheng81. If I reapply after 3 months, will it be sent to a different officer? My lawyers are saying if it's get rejected now, file again with PP in same month.

我收到过0150的NOID，和你的内容差不多，不过没有1000 citations这句，回复后还是被拒

2020年一月的case，当时160 citations，PP了的，回复的时候178，他在letter里面提到TPC member，我做过很多，在回复的时候列出来了，也找了一些同行比较，但他似乎没看

NOID后，我后来去2020年底再次提交了，300多的citation加了几个editoral board之类的，这次没pp，目前还在pending
