关于UNC生统财产证明

不知道UNC的生统要不要在录取前寄财产证明，故发了个邮件问小米，回复如下：
XXX, thanks for your interest in our program!  To answer your question regarding the fin. cert.  It would be to your advantage to submit your fin. cert.  The committee’s decision is not based on the content.  We completing the form, please try and put in two years of funding that you have…please also send proof of funds if you have.

本人英语水平太差，有点不太能理解她的意思啊...什么叫completing the form？proof of funds 又是什么？又说是advantage，又说not based on the content，那到底要不要寄啊？

那个form应该就是申请系统里面，左边栏有个download forms，然后有个国际生的data form and financial certification...不过貌似现在还不能下载。。。听她的意思好像是你最好提供财产证明寄过去。。。我在申请系统里看到的好像是说，你先提交了表格，它完成之后，会email你上传一些requested文件。。应该就是财产证明吧(我的猜测)。。。不知道以往申请的学长是怎么样处理的。。。
