申PhD中间要求开财产证明，否则不给审材料

如题，这是要降成MS吗,或是不给Funding的PhD...?
不给funding的PhD去读个毛啊

小秘邮件原文是这样的“Your application for graduate degree study at the University of
California, Irvine beginning in the Fall 2014 academic term is under
review. At this stage of the review process, you are required to
provide documents showing your ability to support yourself
financially if admitted.

You are required to show proof of financial support in the amount of
$47,655 for the nine-month academic year beginning mid-September
2014. This amount includes tuition and fees for three quarters
($30,655) and living expenses of $17,000. This number could be higher
if you are being accompanied by family members.

If we have not received your documents within 30 days
from receipt of this notice, we will withdraw your application from
admission consideration in Fall 2014.”

有没有哪位版友遇到类似情况的啊。。。？
