phd申请，没给stipend的棒子国教授催回复~

录到了一个很一般的学校的phd，半个月前给的offer，但是只有免学费（是学院给的奖学金，不是教授的funding），stipend没有，要自带生活费，导师是棒子国的新ap，
我现在还在等其他学校的结果，然后今天收到棒子国ap的邮件，截取如下：

From fall 2015 to spring 2016, we will mainly take classes without lab experiment. Once you start your experiment (maybe from Aug 2016), I will pay your stipend. (However, it depends on my research funding situation)

If you will not accept this offer, please let me know ASAP so I can offer it to another student.

我目前就这一所录取做保底，但是连stipend都还没。所以还想争取一下其他学校。
我应该怎么回复比较好呢，求意见。
