What is the most valuable resource in the 21st century? Talents! Talents!! Talents!!! (I have to emphasize its importance three times). I strongly advocate the new regulation for following reasons:

1) Talents are the building blocks of US's future
It is talents and US's policy allowing talents to excel that keep US the leading nation in the world. Among all the talents, STEM students play a significant role in the system. It is undoubtedly true that most of scientists, engineers and mathematicians are immigrants from outside US. A chance to STEM students means a chance to US's future.

2) Losing talents are critical threats to US
Think about the case when most of international STEM students leave US for their own country. US universities spent tons of resources and funds to educate and train those brilliant minds just to make they work for other nations? There are numerous examples that those draining brains are creating strong competitors that challenges US's companies. Google was forced away by its competitor called Baidu Inc. in China whose CEO went back to China after graduation. Lenovo acquired former cellphone giant Motorola stealing talents from US.

3) Giving Jobs for STEM students will benefit the job market.rather than harm it.
Jobs for STEM students require high level education background and advanced technologies. Unfortunately, there are way fewer US citizens qualified. Allowing STEM students to work won't make US people lose their own job but rather create more job opportunities. For example, O2O startups such as Uber and Airbnb hire many international employees to build amazing technology that allows US citizens to work part-time or full-time. Hundred and thousands of Americans are benefited and earn much more than before. In fact, STEM students are creating more opportunities than the opportunities they are given.

In sum, please improve the current policy for F1 students with STEM degrees and secure the talents at our best efforts. Because if we don't, our rivals will do!

I totally support this rule.
Many people says that extent OPT will allow international students compete with American people for limited job and employer prefer to hire these international students because they are cheaper. This is actually wrong! From the perspective of international, OPT or OPT extension are just temporary stage, most of them will be transferred to H1B visa finally, so international students will choose the employer who will sponsor them for H1B Visa or Green Card. Employer will need to pay a large amount of money to sponsor their international employees for H1B Visa or Green Card, so if employer wants to save money, why they are willing to pay these money? I think the reason is that the US still needs more engineers and international engineer are very skilled. When these international students in H1B stage, they will pay the same tax rate as US citizen! IRS will never lost money. Many people only see international students pay less tax, but they never see how much money they make for their company and the United States!
So in conclusion, we are not seeking for the job positions which most Americans are seeking for, we are seeking for those positions which still need a lot of international students!

不小心就写长了。。。感觉这个是把能想到的都写进去了，我接下来就是继续修改语言并且排解组合从各种角度写。还有就是针对一些negative comment进行反驳。最主要的还是要结合这ruling本身，而不是宽泛的谈论opt和移民。我打算把ruling再仔细看看，然后引用ruling里的文字给那些美国人打脸。
I strongly support this new ruling.
. .и1. OPT program is directly related to US educational institutions and is fundamentally a selling point of the US educational market. A lot of people come to the US rather than go to other countries because of this benefit. If the extension was canceled, then it would be a threat to the US educational institutions financially. No one would ever want to bring CASH to the country anymore in exchange of education. The extension, to some degree, is a basic sales strategy that has worked well.
2. US higher education has been long short of enough students to do research. If the attractiveness of US education went down because of the cancellation of the extension, then the US research and high tech would be the first victim. US will lose its biggest advantage over other countries and will eventually lose its power.
3. People cannot equate OPT with the general immigration problem. OPT is very restrictive - only granted to those who have studied in a US institution. It is not even immigration. It is funny that US allows a lot of illegal immigrants to come to this country for free but does not give qualified people who are anxious in creating value for the United States to stay.
4 Some mentioned that US does not have a shortage of stem workers, which is so untrue. The companies not only need stem workers, but truly qualified skilled workers. A master student who have been in the university for 6 years is not the same as someone who attend a training course for 3 months. The poor high school stem education prevents the universities to produce enough skilled workers.
5. If people do not have the right skill set but blame just those F1 students for taking their jobs, I do not see any hope in this country. Even the F1 students all left after graduation, the companies would just hire them overseas instead of hiring locals who are not capable of doing the job.
6. The rule is exactly there to solve the low wage problem. The wages for a lot of PhDs and Masters are the same or even higher than the US citizen. Only some other programs(ICC who abused the H1B program) may allow hiring unskilled workers from overseas. OPT is the wrong target if people really want to make sure that companies do not hire foreign nationals for lower cost. US citizens should be smart enough to have the right judgement for this issue, right?
7. OPT, even not a direct immigration issue, can also be related to immigration. OPT is itself a filter and will filter out people who are not good enough, as a three year period of working in a company is the best exam a student can take to prove his/her abilities. Those who are not good enough will get fired and go home. But those who can stay will have the option to either stay or leave after the end of the OPT period. The US government do not have to spend all the time and money and labor to come up with metrics to evaluate if an applicant is qualified for citizenship. Furthermore, a country needs immigrants, period. This is a fundamental economic rule that exists in nature. The two important driving force for economy are population and technology. Population-wise, companies needs demand to produce. Won’t people eat and rent houses and buy stuff and spend money here and there after they start working under OPT? Why do people only see OPT worker taking jobs, but not see the other aspects? Remember the financial crisis in the 1930s? Nobody wanted to buy stuff, and companies had to stop producing, and so laying off workers. Technology-wise, I think enough has been mentioned about how immigrants contribute to research and product development.
8. If students who are studying in the US all go back to their country after 1year’s of training, they will soon create value for their countries that will one day compete with the US companies. The US uses its own education to nurture its competitors?
9. The fundamental reason for the extension to be 24 months is that a lot projects are 2~3 years long. It would be very much a trouble for companies to switch among different workers for the projects.
In summary, I think OPT extension is not a threat to the US and US citizens, but rather a benefit for exactly the US universities, companies, economy(and therefore for each individual.) Particularly, this very ruling is exactly out there to address people's concerns about abusing the OPT program and to make sure the OPT program will not become a drain for US jobs.
