写了好多感觉找不到什么新观点了 明天开始针对其他人的评论反驳 最后一篇想从ICC的角度写。OPT的学生根本没有降低工资，做的事情都是很高大上的，你们要blame taking jobs应该去解决ICC的问题。大概是这样不知道行不行

To Whom it may concern,
I think expanding the OPT Extension would be a very good way to retain talented students that our country has trained. I think it is no doubt that our country wants the best and smartest people around the world to contribute to our society, and international students are the best resource for that group of people. But I do understand the objections and people’s concerns - there is indeed competition for jobs. I think the main problem is not the OPT program, but the H1B program. The OPT has to be extended because our country could not keep students who did an excellent job during OPT and convert them to H1B workers. But this was not because that we had too small an H1B cap, but because the more than half of the H1B slots are taken by ICC companies who are the real people that outsource jobs to (mostly) India. It is understandable that people are concerned about international workers driving the wages down - but those who have education here in an US university and have obtained a job from companies like Microsoft and Google are true smart people that we want and whose salary is way above the minimum requirement. The low wage workers are from the ICC companies. Those workers do not have a degree from the US and are doing work that is truly doable by a normally educated American. But we should not blame the international students from universities like Harvard, UC, NYU, etc. It would be stupid to let go those talents while keeping people with high school degrees from ICC to be shipped to the US. By allowing more people with an US degree to stay using OPT and restricting ICC’s gaming with the H1B system, out country will then get good quality immigrants while keeping the number of immigrants the same. In summary, it is really the broken H1B program that causes all the trouble, but at least for now it is right to use the OPT as a buffer to keep the good talents before we fix our broken H1B policy. It would be a true disaster for our country’s continuing development if we kill the OPT extension now.

又去水了一贴，大意是这项政策是造福美国，引进的是人才而不是文盲土匪。美国应该感到骄傲能聚集这么多优秀人才来创造福利，why not?
