lehigh ME的phD必须先套到教授才能给offer么？

一直没有消息。lehigh ME的网站上说
Students who would like to pursue a PhD degree must first identify a faculty member who is willing to supervise the student's PhD program. Those students who receive full financial aid from the University during their first year of study should endeavor to identify a PhD advisor by the end of their first semester.
是否意思是必须自己先找好教授，然后才会有它家的offer。不会有教授主动找申请者呢？
