Thank you for contacting me to express your opposition to the “Fairness for High-Skilled Immigrants Act” (S. 386). I appreciate hearing from you, and I welcome the opportunity to respond.
As you may know, the Immigration and Nationality Act (Public Law 89-36) mandates that the number of employment-based and family-sponsored visas made available to individuals of a particular country cannot exceed seven percent of the total number of visas made available per year. I understand you oppose the “Fairness for High-Skilled Immigrants Act of 2019,” which was introduced by Senator Mike Lee (R-UT) on February 7, 2019. This legislation would eliminate the per-country percentage cap for employment-based visas and increase the per-country percentage cap for family-sponsored immigrant visas to 15 percent. S. 386 is currently awaiting consideration by the Senate Judiciary Committee.
As Ranking Member of the Senate Judiciary Committee, which oversees our nation’s immigration laws, I appreciate hearing your views on this important issue. I will be sure to keep your opposition to S. 386 in mind should this or similar legislation come before me for a vote.
