之前反S.386时,我向本州参议员,也是S.386联署人之一的Senator Ron Wyden致信反对,今天收到了他的回复,他表示已经关注到了法案过于偏向中印两国的问题,并会慢慢讨论一个新的法案。
Dear Professor XX:
Thank you for contacting me about high-skilled immigration in the United States. I appreciate hearing from you on this important issue.
As you may know, the United States benefits greatly from the contributions of talented, law-abiding immigrants, especially in fields where America currently faces labor shortages. The current immigration system, however, does not provide enough green cards for the number of immigrants who wish to continue working in the United States. As a result, there are significant green card backlogs creating uncertainty for many employers, immigrants, and their families across the country.
Like many Oregonians, Members of Congress broadly agree that something must be done to address the green card backlog. Senator Kamala Harris of California and Senator Mike Lee of Utah put together a bipartisan proposal known as the Fairness for High-Skilled Immigrants Act, which I cosponsored. The bill would eliminate caps that prevent any one country from receiving more than seven percent of green cards for high-skilled workers. The House of Representatives passed its version of this bill in July 2019 with broad, bipartisan support.
When this bill received consideration on the Senate floor, my colleagues raised a concern that eliminating the caps may unfairly benefit nationals from large countries, like India and China, and increase the wait times by decades for nationals from smaller countries. To address this issue, Senator Dick Durbin of Indiana introduced the Resolving Extended Limbo for Immigrant Employees and Families (RELIEF) Act, and Senator Rand Paul of Kentucky introduced the Backlog Elimination, Legal Immigration, and Employment Visa Enhancement (BELIEVE) Act.
I recognize the concerns that Oregonians may have with one or more of these proposals. At this time, I support the Senate Judiciary Committee holding an open hearing on all three bills so that my colleagues and I can do our due diligence and discuss the best pathway forward. Meanwhile, I will continue to do my part in encouraging job growth and innovation in Oregon and across the country, while strengthening protections for American workers. Please rest assured that I will keep your views in mind as I consider legislation related to high-skilled immigration.
Again, thank you for contacting me with your views. If I may be of further assistance, please do not hesitate to contact me in the future.
Sincerely,
Ron Wyden
United States Senator
