就是提交H1b的时候，可以选择境内转身份或出境激活身份，也就是出境才能激活的H1b

只有两种可能性 ： 1.签证欺诈 2. 依旧通过但是转成consular processing

今年如果换工作h1b transfer受影响吗？

现在绿卡申请也被暂停了吗？

请问section 3 是哪里有说明下列三项是和不是或的关系？
Sec. 3.  Scope of Suspension and Limitation on Entry.  (a)  The suspension and limitation on entry pursuant to section 2 of this proclamation shall apply only to any alien who:

(i)    is outside the United States on the effective date of this proclamation;

(ii)   does not have a nonimmigrant visa that is valid on the effective date of this proclamation; and

(iii)  does not have an official travel document other than a visa (such as a transportation letter, an appropriate boarding foil, or an advance parole document) that is valid on the effective date of this proclamation or issued on any date thereafter that permits him or her to travel to the United States and seek entry or admission.

啊，我都不知道还有这样的。这个禁令对这种H1b简直是惊天雷啊。。。
