两党有望达成9080亿美元的COVID-19经济刺激计划

共和党参议员Bill Cassidy在接受采访时说：美国总统特朗普表示他将支持9080亿美元的COVID-19经济刺激计划，参议院多数党领袖Mitch McConnell也大概率会同意。共和党和民主党参议员现在都开始支持这一方案了。

具名消息人士透露，谈判中有两个主要问题仍然存在分歧。首先，共和党支持在疫情期间对企业的责任保护。其次，民主党要求对州和地方政府提供资金。这两项措施都被列入到了上周的草案中。其中包括2880亿美元的小企业贷款计划、1800亿美元的失业保险金、160亿美元的新冠疫苗的分发款项(两党的计划不包括向美国人直接支付1200美元)。

民主党参议员Mark Warner是10人跨党派团体的一员，他说他“相当有把握”最终提案会在参议院获得通过。该计划的最终立法方案，最早将在周一（12月7日）敲定。

Senators are inching closer to an agreement on the final wording of a bipartisan $908 billion coronavirus relief plan, with some expressing confidence that both Senate Majority Leader Mitch McConnell and President Donald Trump would back it.  Both Republican and Democratic senators are now supporting the plan.

There are still two major issues in the negotiations, CNN reported, citing unnamed sources.

Firstly, Republicans support the protection of corporate responsibility during an epidemic. Secondly,  Democratic Party is demanding funding for state and local governments, according to the outlet. Both measures were included in some form in a draft that circulated last week. It also included a $288 billion small-business-loan program, $180 billion added to unemployment insurance, and $16 billion for distribution of coronavirus vaccines. The bipartisan package does not include $1,200 direct payments to Americans.

Sunday，Democratic Sen. Mark Warner, who is part of the 10-person cross-party group crafting the plan, told CNN's "State of the Union"  that the wording could be finalized as early as Monday. And he had "pretty high assurance" the final proposal would have enough votes to pass the Senate.  source
