Thank you for your wonderful summary.  We will discuss as a team and see if there is anything we can do.  We are also starting to hear similar reports concerning the international faculty regarding H-1B receipt notices also taking 60 days or more.  I know that part of this issue is related to post office delays as well.   I just received a letter from my mother-in-law in Pennsylvania that took 20 days to arrive.   Regular mail is extremely slow right now.    It does seem like a systematic problem nationwide concerning USCIS.   I agree that 60 days is extremely poor customer service.   They should at least explain why this is happening.  It may require that people begin to advocate and/or complain to our Congressional representative (Mitch McConnell or Andy Barr).  
We’ll discuss this with others at UK and get back to you.  In the meantime, thank you so much for letting us know.

你们学校很积极啊！是不是要澄清下这个和post office delay没关系啊，因为大家的mail能track 到送达的时间，现在大家说的delay的时间没包含邮寄的时间。而且TX已经几周没处理OPT了，并不是处理慢的问题。

. 我是用板内的模板寄的, 之前版主在模板已经写得非常清楚了, 这个是TX lockbox delay, no process, large-scale, time sensitive problems etc. 我明天会回信再次强调不是邮寄的问题, 有新的消息会在这里更新

这个比起我们学校的回复就过于良心了。。

Thank you for your email about not receiving confirmation from USCIS about your application.

It is currently taking the federal government much longer than usual (6 weeks or more, instead of 2 to 3 weeks) to generate receipt notices for applications.

Many students are concerned about the timing of their applications, and the potential risks for denial or rejection. Here are some questions that can help determine that your application is on the right track:

• Did you keep the mailing receipt that proves that your application arrived at USCIS?
• Did your application arrive at USCIS within the deadlines for OPT (30 days after I-20 recommendation) or STEM OPT (60 days)?
• From what we have seen, USCIS is honoring the date that a student’s application physically arrived at the Lockbox facility. This means that USCIS will consider the application on time, even if the receipt notice isn’t generated before these deadlines.
• Was your check / payment for $410.00?
• Did the government process your payment?
• Did you sign your Form I-765 on page 5?
• Did you include all 7 pages of the Form I-765 with your application?

In the vast majority of cases, students have received the I-797 receipt notices to confirm that USCIS accepted the applications.
