I-20 & 7月入境

第一部分，学校对于NIE的解读，值得注意的是8月1号确实是指start date，而不是最早入境日期。
We were delighted by last week's announcement from the Department of State that National Interest Exception travel waivers have been expanded.

Despite restrictions for most travelers coming to the U.S., current guidance from the Department of State allows F-1 students traveling from the EU Schengen Area, the United Kingdom, Ireland, China, Brazil, South Africa, India, and Iran to enter the U.S., as long as:

The program start date on the Form I-20 is August 1 or later.
The student has a valid F-1 visa and Form I-20.
The student does not enter the U.S. more than 30 days prior to the program start date printed on their I-20.

Three additional notes about these exceptions:
F-1 students do not need to apply for the exception, if the program start date is after August 1. It is automatically granted with a valid F-1 visa and I-20.
If your program start date is prior to August 1, the U.S. Embassy or Consulate may not be able to facilitate a travel exception; reach out to your local U.S. Embassy or Consulate for guidance.
Family members intending to travel with a different status may still be subject to travel restrictions.
*Graduate Students with Summer Start: If this announcement will impact your summer arrival to campus, please contact your admitting department to discuss a new start date.

第二部分，I-20改日期的关键在于从夏季或是更早转换成秋季入学，因为8月1号的start date只能对应秋季了。请看下图。图有点小。。。通常来说，秋季的program start date是和开课日期一致，但是疫情特殊情况，学校是可以单独为国际生设计start date（8月1号，而不是通常的8月2*号），而最早入境时间只和start date有关。

注：分享start date和开课时间不一致，这点几乎没见过，尤其是秋季开学。This is no longer speculation but most likely the first actual I-20 issued right at the beginning of May based on the NIE.

感觉说了很多 又好像什么都没说。。。

可以看我上一个帖子嗷，我让学校研究生院的enrollment dean帮我联系issa的，就是专门负责招生的院长。

或者说7月31的晚上12点等于八月一号

我们系start date和start of classes都不一样
