Congratulations!  I am pleased to notify you of your acceptance into the Electrical Engineering PHD program for Fall 2014. Classes begin on 02-SEP-2014.
Research and teaching assistantships are awarded by your department and questions regarding this form of aid should be directed to them. Since no financial assistance has been offered to you at this time, you must submit evidence that you possess a minimum of $27,714 to finance your own educational program for one academic year.  
Please return the enclosed Certification of Finances Form with the appropriate signatures and original bank statement(s) to our office as soon as possible. Photocopies or scanned documents are not acceptable. We will finalize your admission and issue your I-20 or DS-2019 following receipt of the requested financial information.

这是AD的意思吗？是不是需要自己找到老师才有钱，还是说department会自动进入financial程序？ 不太明白，求指点~~

是的吧，就是寄过去财产证明然后给你i20，然后就录取啦！
