想问下友友们收到这种邮件是否是有拿con offer读语言班的可能性

大意是我托福小分不达标让我尽快提交托福成绩或者参加暑期语言项目，我已经回复了有意愿参加语言项目，想问下大家拿con offer的可能性大吗？谢谢友友们，目前收到2拒信和这封感觉有点希望又不确定的邮件，太焦虑了Congratulations! You have been recommended by the School of xxx for admission to the Graduate School of The University of Georgia. The Office of Graduate Admissions cannot proceed with the final acceptance, however, because your file is incomplete.  Please send the following information to complete your application:

1. Official TOEFL scores with at least 20 on the speaking section or you must participate in the summer Intensive English program.  For more information, please visit: www.iep.uga.edu.  Please let us know as soon as possible if you will be participating in the Intensive English program.
