如何回复485表的ref ，关于J1 waiver

请教大家的一个问题。今天收到一个USCIS的ref. 具体内容如下。
What You Need to Do
You must provide the following information in order for us to make a final decision on your case. Submit Form I-212, Application for Permission to Reapply for Admission into the United States After Deportation or Removal, and follow the instructions for submitting the proper fee and evidence you need to include. It appears that you are inadmissible to the United States under INA 212(E), the requirement that an exchange visitor, and any accompanying spouse, who are with the purview of section 212(c) of the Immigration and Nationality Act, must reside and be physically present in the country of nationality or last legal permanent residence for an aggregate of at least two years before the exchange visitor is eligible to apply for adjustment of status. You are not eligible to adjust status unless USCIS waives the ground of inadmissibility.
If you disagree with the request above, you may provide written explanation/evidence showing your reasons.


情况说明：我提交485时，附了我的J1 waiver DOS的FR letter，但当时没有收到USCIS的approval letter，所以没有附这个。
我的问题主要是：
1. 我直接附上关于我J1 waiver 的USCIS approval Notice 是不是就够了？
2. written explanation有模板或者特殊的套路么？
3. 需要请律师么？求推荐律师，地点波士顿，也可网上咨询。
求有经验的大神指点。
