I SUPPORT this proposal. International STEM students actually do NOT take American students' jobs.

1. The government should let the students who learned knowledge from U.S. universities stay in the country and let them keep making contributions to the U.S. As you know, the students who have the ability to go to the U.S. to study and get their degree are creative and eligible apparently, so it is no hard to understand why the government should let them stay in the country to make a more advanced and diversified society, not only for the current, but also for the future.

2. Diversity is very important for the U.S. Not like most of the other countries in the world, the U.S. is a country containing many races, and all of the people in the country should have the equality right to study, work and develop.

3. Competition does exist, but is not a bad thing. The majority of international student are good for the development of many fields, so the government shouldn’t let them leave the country just in order to offer work opportunity to native people. Letting good academic elites to work for the U.S. is good for the country to maintain its status over the world.

I am a student who is deciding to study in USA. Recently, I watch a series called America---The Story of Us. I know that the development of America is really a miracle. Generations of American people fighted for truth and freedom, among those people, huge amount were immigrations. I believe that the diversity of people made great contribution to the nation. What’s more, it’s diversity and freedom make America what it is like today. The frontier of technology and different thoughts convergence into the whole.

I am longing for study in America and felt the spirits of America. You know, it costs a lot to study in USA. After I finish my study, when I come back to my country, I hope to be competitive and mature disposition. I believe study in America not only means learning a lot, but also means accumulating enough professional skills, which can be achieved through internship and working experience. One of the reasons why it is attractive to study in USA is that you provide us the opportunity to gain enough professional skills. That is especially appreciated by my parents who will spend much for my further study. So, improving and expanding training opportunities for F-1 nonimmigrant students with STEM degrees and cap-gap relief for all eligible F-1 students are necessary and welcomed by students.

I strongly SUPPORT this proposal.
Nowadays, I am studying in a Chinese university and seeking to apply to American university for further study. It’s very attractive for me to have an opportunity to work with different kinds of people. In other words, I want to have a chance to communicate with people from diversity countries and work with them to solve some extremely difficult problems and invest some innovated products. I always believe that different people, especially those who have diversity cultures and customs, will have various opinions and ideas which is extremely important to American companies. Meanwhile, we cannot deny that working with different people can help students, like me, broaden our horizon so we can be more competitive after we return to our home country. Compared to studying and living in my home country, studying in America will cost much more money, so it’s understandable that I want to have the ability to earn more money after I returned my home country. If America cannot provide international students chances to work in American company, many people will try to pursue their academic work in another country which is a severe detriment to US universities and a loss of massive intelligent, hardworking and smart students.
International students are usually young so they are more innovated and talented. Many famous scientists had breakthroughs when they were young and we cannot deny that America is a country of immigrants and it has benefited a lot from immigrants. We can also take massive examples.
Some people claim that those international students will compete with local people. I do agree that more competition mean that this country can develop much faster. America can benefit from it in the lone run because it will urge American to work more efficiently and effectively and perfect their skills. Still, working with international can help them widen their horizons. Today many American companies have branches in other countries which means that American should be acquainted with different countries’ policy and costumes. I believe the most efficient way for American to have that ability is working with international people.

I strongly support this OPT extension policy.

Though I am not a US citizen, here I try to talk about some reasons why this policy is a must for United States.

Now more and more foreign students are coming to US to attend college and the most of them choose science and engineer majors. Why them bother to do so? Why them decide to choose these challenging fields? Because many of them seek to gain working experience and the opportunity to put their knowledge into Practice after graduation. And stem OPT extension is necessary for them to achieve this goal..--

I am currently doing my PhD research in a State University and our University is also a famous Engineering School. I observe that more and more kids from my country, China, choose my school for their undergraduate and graduate study(Master programs in majority). And the most of them go to stem majors.

These students bring money. Can you image how much money they bring to US? Most American students in our school are from Virginia and they pay in-state tuition while these Chinese Kids have to pay international tuition which is much higher than in-state tuition. In these two years our school is doing a large renovation project. We are building new dorm for incoming international students. We are expanding our parking lot. We are building more dining halls. We are extending our library, etc. I notice even the assistantship for graduate students has been increased. All these changes requires large amount of money. As a state university we may not have the chance to receive huge amount of donation compared with private university so I believe the tuition paid by international student contributes at least 90 percent of the cost.
No doubt American kids benefits a lot from all the things above. More money means better facilities, better professors, larger gym and library, bigger parking lot, and more.

These students bring more jobs. On one hand, our university are hiring more staffs and professors to satisfy these large group of incoming students. On the other hand, the local business starting to flourish. Our town is a typically college town which was kind of boring. But in this year, several new restaurants, two new Starbucks and a brand new IMAX movie theatre start to serve. Foreign students bring money and jobs. And with more money and more job, our school and our town is getting better and better. And more American Kids will choose our school. It’s a  virtuous circle.

If the new stem OPT extension policy fails to pass, US universities are no longer attractive. Students will go to other countries(Japan, Europe, Canada, Australia) to receive same level high quality education without paying the ridiculous high tuition(Tuition of US university is the highest in the world). Education is no doubt one of the most important parts of American Economy. So please think of that..google  и

I support the reform to extend the Optional Practical Training program for STEM F-1 students from U.S. institutions of higher educations to 24 months. I believe the benefits to American society created from this reform would outweigh the costs. I’ve spend some time reading through the comments and here are my views on some of the concerns mentioned by other fellow Americans who felt cheated by the OPT extension.

First of all, given that the OPT extension only applies to STEM students, I doubt that a significant numbers of American workers is being replaced by those students. As a starting point, all the foreign students eligible for STEM extension need to have a STEM bachelor or higher degree from accredited American universities. According to Bureau of Labor Statistics, the unemployment rate for people with Bachelor’s degree and higher is 2.5% in October 2015 and it has actually decreased from 3.0% in 2014. As an economics major, I would say the 2.5% college graduate unemployment rate entails a sufficient robust labor market for fellow Americans to find work.

Secondly, I want to point out that OPT extension is not a pathway to immigration. I’ve known quite a few international students from college and they pointed out that the actual bridge to green card (and subsequently immigration) is the H1B visa. I’ve also learned that there is a cap on the number of H1B visa allocated annually. In my opinion, the reform to extend the OPT period would not result in more H1B workers since the annual allocation of H1B hasn’t been changed. Therefore, the reform will not factually result in more immigration since the H1B work visa “gate” is still properly guarded by the our representatives in the Congress and Senate.

Thirdly, I’ve seen a lot of comments on protections of Americans’ jobs and I believe Section G “Safeguarding U.S. Workers Through Measures Consistent With Labor Market Protections” of Article V “Discussion of Elements of the STEM OPT Extension” will promptly address this issue. I applaud the government officials for putting efforts to protect American jobs and I believe the measures would be adequate, if promptly implemented.. .и

Fourthly, I believe OPT STEM extension program offers significant benefit to STEM students and helps US higher education institutions attracts foreign students. I’ve known a few international students who plan to go to physics graduate school programs and they are currently on their STEM OPT program to develop real world research experiences. They all appreciate the STEM OPT opportunity and I’ve learned that some of them actual pay taxes from their income.. 1point3acres

Finally, if the STEM OPT reform didn’t pass through and the STEM extension is completely revoked, I would recommend the Department of Homeland Security to grandfather in all the current foreign students who are on STEM OPT. In Table 1, the estimated affected population who can extend their STEM OPT is 18,210 students. I firmly believe ending their STEM extension early would result in unnecessary disruptions in their academic pursuits and the research projects they are currently working in..google  и
