Improving and Expanding the OPT program is THE most important driver of the long-term U.S economic growth and the improvement of U.S. social welfare.

Let's break down the U.S GDP by sectors (Data of year 2010, year 2012, data source: BEA and WSJ. Please refer to the attachments). For U.S. total GDP, 11.9% came from Education and Health Care, 19.6% from Government, 12.9% from Real estate and rental and leasing, 6.6% from Durable goods manufacturing, 6.0% from non-durable manufacturing, 8.3% from retail and wholesale trade, and 10.2% from Arts & Entertainment, Construction and Transportation. All above sectors contributed a WHOLE 63.6% of US Economy. At the same time, all these foreign students majoring in STEM (Science, Technology, Engineering and Mathematics) are the customers, instead of competitors for employees of these industries. THEY CREATED DEMAND. AND THE DEMAND THEY CREATED GIVE US WORKERS JOB OPPORTUNITIES.

On the other hand, in the industries where these foreign STEM kids tend to find jobs, such as Information Technology, Finance, and Research Institutes. All the Americans who are CAPABLE of doing the same job can find full-time jobs much easier than these foreign kids. (You don't want to hire international students for the uncertainty related to the visa issue if you were an employer, as long as there was an American kid who was able to do the same thing.) However, companies still hire international kids just because of AMERICAN WORKERS ARE INCAPABLE OF DOING THE HIGH-TECH jobs. THESE FOREIGN TALENTS ARE NOT COMPETITORS OF AMERICAN WORKERS! LET THEM STAY HERE, EVEN OFFERING GREENCARDS AND CITIZENSHIP IS THE KEY TO MAINTAIN THE COMPETITIVE ADVANTAGE OF THE USA IN SCIENCE AND TECHNOLOGY, ECONOMIC GROWTH, AND SOCIAL WELFARE. Just imagine what will happen to the U.S if all these super smart talents are sent back to China, Russia and India. Where should we place our hope in the future of U.S.? In the undereducated, obese, heavy-manual labor workers? Bye-bye Super Power.

In conclusion, INTERNATIONAL STUDENTS CREATE DEMAND, CREATE JOB OPPORTUNITIES, POTENTIALLY MAKE YOU EMPLOYED AND MAKE YOU RICH, AND THEY ARE THE KEY TO MAINTAIN THE U.S. COMPETITIVE ADVANTAGE. The United States should be the country where talents flow in, not fly away.

I strongly support this new rule of OPT extension.

I work for a Silicon Valley company so I feel I’m obligated to comment on this matter. Companies in the high-tech segment value long-term benefits from hiring a new employee. Hiring qualified and smart people is the highest priority for us, not considering nationalities and citizenship. Given the current system, if two employees are equally qualified, one is a U.S. citizen and the other is not, the citizen is already favored over the foreign student because of the complication and cost of hiring foreigners.

The oppositions of this rule argued that STEM students are getting their jobs and causing unemployment for US nationals. It’s simply not true. Some people should not blame their inability to find a job on excuses like this. Hiring qualified candidates is the only concern for the companies. In addition, the high-tech companies are also not paying less to the STEM students compared to their US counterparts. The standard is the same regardless of the employee’s race, gender and nationality. So it’s also invalid to blame the companies for hiring foreign students to cut the cost.

STEM OPT exists because foreign students need time to apply and secure H1 status, given the current lower and lower probability of getting it. Helping these STEM students get H1 status eventually is essential for the students themselves and the their employers’ businesses. These qualified and smart foreign students not only won’t cause unemployment for US nationals, they actually contribute a lot to innovative technologies, to the growth of US economy and the creation of more jobs. Expelling highly skilled foreign students out of the country will only harm the US job market and not going to help under-qualified people get a job.

The United States is the greatest nation on the planet because it embraces the best minds all over the world. Take a look at all those great achievements in science, technology during the past century, a great many of them were created by immigrants. But at this point, highly skilled foreign students who studied in US universities have a harder time staying in this country than uneducated illegal immigrants. I hope this immigration system can be fixed soon so that this country will continue to attract brilliant minds.
