I strongly support the extension rule for the following reasons.
First, it benefits the high tech industry in the United States. As we know, the high tech companies desperately need those students with great capability of science, technology, engineering, or mathematics. However, those companies could hardly hire enough qualified employees if they only pick the employees from the resident pool. If the proposed rule is denied by the government, those students will go back to China or India and contribute to their motherland. They may create another Huawei, Alibaba or JD in the next few years, which will create ten thousands of job positions. At that time, the high tech industry in the United States will suffer from more severe competitions in a global view, which will be greatly harmful to the economics of the United States.
Second, it benefits the higher education system in the United States. In the past 7 or 8 years, several millions of international students came to America and pursue their bachelor or graduate degrees here. It brings a really huge amount of money to the universities in the United States. If the rule is denied somehow, the students and their parents will be hesitate when they decide to study abroad, because they have to pay fifty thousands dollars per year! Everyone can see it is not a good investment if they can only get the degrees and go back home. At that time, the higher education system in America may suffer from more seriously financial problems, and then it would have to raise the tuition fees. Those residents' families would pay much more than before if they want to send their children to college!
Finally, it benefits the whole country. America is a great country that consists of various of immigrants. The reason why the United States becomes No.1 in the world is that it absorbs all the intelligent people from all over the world. Those people make the United States more thrive and prosper. To against the rule is to against the basics of America spirit, the foundation of the United States and also the America dream. If the rule is denied, people from other country may think that America is no longer a great country because it closes the door to those people who can make it more prosperity. People will turn back to other developed country, and America will lose its global competitiveness.
To summary, it is definitely a "win-win" thing to approve this proposed rule. It will bring vitality to the high tech industry and the higher education system in the United States. It will attract more international students to study in America and boost local economy. And it will make the United States to be more thrive and prosper than ever.

刚刚评论了，主要讲了没有opt会导致学校loss intelligent students 因为opt 是我们申请的重要考虑之一。还有我身边的人没有人真的找了一份工资below average 的工作，有些在美国没有找到很好机会的人，直接毕业就回中国了，因为中国的机会更好                                                     I strongly support this new OPT rule.1. It is against the interest of academic sectors not to extend OPT for STEM students.When I was applying to pursue an advanced degree (Ph.D. in Biostatistics) in the U.S., the opportunity of getting work experience after graduation is an important factor that I considered. As in order to fully understand and learn the knowledge in my field, getting practical training is very necessary. Compared to other foreign countries, U.S. has provided international students with more opportunities for working in its country (with 12+17 months OPT and H1-B) and only with certain years of work experience can I improve my competitiveness when I come back to my own country. One of the reasons that U.S. universities and institutions could be top in the world is because its diversity. They could admit the most intelligent students in the world not only because of their education , but also because of the beneficial OPT policies in the past several years. With a very short OPT and very competitive H1-B lottery, U.S. academic sectors will lose a lot of talented students in the world.2. I don't think extending OPT will make employers lower their payment as I personally will not find a job that offers me salaries that are below average and I think most of my friends and classmates will not do it either. It's just simply because offering low salaries will not be attractive as we have better choices. As far as I know, no one has found a job that has salaries below average simply because they wanted to work here. Some even decided to come back to my own country right after graduation because they have sought better opportunities.

这里有一个fact可以用喔。F1学生2014年给米帝contribute了27B（基本是一个Yahoo的市值），数据来自Department of commerce, http://www.iie.org/Research-and-Publications/Open-Doors/Data/Economic-Impact-of-International-Students

反对意见里的数据基本就两个。一个是lose 43w job，这个论据不堪一击，因为09 - 13年间本来美国经济就在衰退和OPT没关系。另一个是因为OPT 4年少交了4B的social security的税。关于这个可以用我上面的那个fact反驳喔~如果OPT extension没了，大家就都不想来米帝念F1了，于是损失就是4年110B（大概相当于2个Target，想想2个Target能带来多少个工作岗位20w都不止吧。。。）估计DHS的人还是会算账的。同时27B是一个高速增长的数字，2015就已经远不止这个数字了，所以往前看这是一笔很大的帐。

1.完整的教育是授人以渔，不是单纯的传授知识，美国把教育产业化，收取学生高昂的学费，不能只单单给学生一纸毕业证书，更需要给学生时间与环境去真正掌握自己花钱买来的教育。这是一个再公平不过的事情。
2.其次， 美国也受益于国际学生。肯接收国际学生的公司大部分是对编程和数学有较高要求的公司，大量的人才需求仅仅靠本土供应是远远不够的，美国的发展需要这些人才。

As a software engineer working at silicon valley, I strongly believe this regulation will undoubtedly stimulate  STEM students to come to study in the U.S and eventually contribute to the development of the technology in the U.S. This will not only become a short-term incentive for foreign students but will also end up being a long-term benefit for this country. Apart from the obvious tax income the students generate for the government, these STEM students help to enhance the competitiveness and leading position of the U.S in the tech marathon against other emerging countries.  They maintain and improve today's dynamic, competition and innovative technical workforce. Without the OPT extension, the willingness of STEM students to come to the U.S will largely degrade, resulting in the shortage of manpower for tech development. I strongly believe it is the United State's core value to accept diversity, as well as grow with the challenges, and not to be intimidated by the surge of success we have experienced these past decades. People come to the U.S in pursuit of a dream. A dream where they could contribute to the society and make the most out of their profession. If this simple aspiration is bereft, then I do not see why the U.S would proudly state itself as the free and equal country as it has always been proud of. Thus, I firmly believe that it is a positive influence and a beneficial policy for STEM students to contribute their full time here with the OPT extension. As the above reasonings exemplify, we are all currently contributing to turn the wheel of tech innovation forward in the U.S. Concretely, we have come to a stage where we would only require more hands to keep this historic moment moving.  It is definitely not a good idea to reverse the pivot in the wrong direction.
