即使对国会来说，更改大选日期都是很困难的

特朗普总统没有权力通过行政命令改变11月3日的选举日期，只有国会可以，只是它不想这样做，但如果它想的话，这也不是一件容易的事，选举日后的一系列活动时间都要更改。其实每隔一段时间，都会有人提议要改变投票时间，比如之前的周末投票法案，由罗德岛参议员杰克-里德和纽约众议员路易斯-斯劳德（均为民主党人）提出，希望把选举移到11月第一个星期五之后的周末。该法案在上届国会中未经表决而夭折。

宪法赋予了各州决定选举的时间、地点和方式的权力，但是国会可以制定全国性的标准。自1845年以来，国会将选举日定为11月的第一个星期二——这个时间节点来自于农业经济的“遗产”，这时秋收已经完成，而且定在周二也不会影响农民们去市场的时间。在不触及法律和宪法规定的最后期限的前提下，很难再将选举时间推后，因为各州在任命选举团成员（被称为选举人）之前，需要时间完成正式的计票工作，并对结果进行公证。根据法律规定，选举团的开会时间是 "12月第二个星期三之后的第一个星期一"。也就是今年的12月14日。如果没有举行选举，就由各州议会决定如何投出本州的选举人票，他们可以选择任何人。最后一步是由国会接受不了选举人团的选票，这通常发生在1月6日。或许是因为这是总统选举的最后一项议程，国会在过去曾改变过这个日期。如果在1月6日还没有明确的赢家，众议员将从选举人票数前三的候选人中选出总统，每个州的代表团都有一票，而副总统则由参议院选出。最后，还有一个不修宪就不能动的最后期限——就职典礼日，将在2021年1月20日，特朗普的任期在当天中午结束，不管有没有选举。如果到时没有选出总统或副总统，众议院议长就会成为总统。现在是众议员议长是民主党人南希-佩洛西，但1月会有新议长的选举。假如更倒霉一点，有某种灾难以某种方式组织了新的国会议员选举，参议院的临时主席将入主白宫。目前参议院的主席是爱荷华州的共和党参议院查克·格拉斯利。

President Donald Trump has no power to change the date of the Nov. 3 election by executive order, but Congress could change the date if it wanted to. It just doesn’t want to. But if it did, here’s how it would work: The Constitution gives states the power to choose the “times, places and manner” of elections, but Congress can set national standards.

Since 1845, Congress has set Election Day as the first Tuesday after the first Monday in November. That date is a vestige of an agricultural economy when fall harvests were completed and Tuesdays didn’t interfere with trips to the market. Every once in a while, someone proposes a change. The Weekend Voting Act -- sponsored by Senator Jack Reed of Rhode Island and Representative Louise Slaughter of New York, both Democrats -- would have moved the election to the weekend after the first Friday in November. The bill died in the last Congress without a vote. It would be difficult to push elections back much further without hitting legal and constitutional deadlines. States need time to complete their official counts and certify the results before appointing members of the Electoral College, called electors. By law, the Electoral College meets “the first Monday after the second Wednesday in December.” That’s Dec. 14 this year. If no election has been held, it would be up to state legislatures to decide how to cast their state’s electoral votes and they could choose anyone. The final step is for Congress to receive the Electoral College votes. That usually happens Jan. 6, but Congress has changed the date in the past. If there’s no clear winner by then, the House of Representatives chooses the president from among the top three candidates with electoral votes, with each state delegation getting one vote. The Senate chooses the vice president. Finally, there’s one deadline that can’t be moved without a constitutional amendment. Inauguration Day is Jan. 20, 2021. Trump’s term ends at noon that day, whether there’s been an election or not. If no president or vice president is chosen by then, the speaker of the House becomes president. That’s now Democrat Nancy Pelosi, but there will be an election for a new speaker in January. But if a catastrophe were to somehow prevent the election of new members of Congress, the president pro-tem of the Senate would move to the White House. That’s currently Republican Iowa Senator Chuck Grassley. He was re-elected to a six-year term in 2016, so he would be the one person in the line of succession whose eligibility doesn’t rely on an election held in 2020.  source
