I want to ask if I can apply for a visa interview at U.S consulate in Phnom Penh while my previous visa is still under administrative processing at the U.S consulate in China, or if I can transfer my case to the U.S consulate in Phnom Penh. Also, I want to ask if the new I-20 indicating this fall semester courses are hybrid or in-person are required for a visa interview currently.

Please check this link for detailed information about F-1 visa application. However, please be informed that as a third-country national applying for a U.S. nonimmigrant visa at the U.S. Embassy in Phnom Penh, Cambodia, the adjudicating officer will need to know why you are applying here and not in your home country.
Unfortunately, it is not possible to transfer your pending student visa application from China to Cambodia.. Χ
Based on the new guidance for student visa applications, it is no longer a requirement for students to get an updated Form I-20s. This mean you could use your current I-20 but please make sure it is a valid form.
Due to the President’s Proclamation, you should schedule the online appointment for F-1 visa interview at least 14 days after your arrival date in Phnom Penh.
