I strongly support the STEM opt extension for the international students.

First, STEM OPT extension helps US to attract talents. Those F1 students in STEM field are the best among the world. I remember when I was applying to the graduate school at Lehigh University, only the top 3%  student of my class can get the admission.  The acceptance rate is even lower for more prestigious universities such as Princeton, Caltech. These students are brilliant and creative. All the countries around the world are trying their best to attract and keep those talents. For example, the  Erasmus Mundus program established by European countries is actively attracting those talents. Recently they started PhD program as well. In order to keep those talents, Japan revised its immigration control law and reduced the minimal residence length for citizenship from 10 years to 3 years (http://www.japantoday.com/category/national/view/highly-skilled-foreigners-to-be-allowed-to-stay-permanently-in-japan). US has been great in attracting international talents during the past through high quality education program and STEM opt training and extension program. Through OPT, they can experience the culture of US companies, which eventually would help to recruit them and strengthen the workforce. If the opt extension is discontinued, the leadership of US in STEM field would be damaged, particularly considering all other countries are actively attracting those talents. If that happened, I can foresee that many students will apply to other countries for their study and work.

Second, it is shortsighted and harmful to the US competitiveness in the world if the international students are deprived of the OPT training opportunities. OPT students are not competing with americans on jobs like cashiers in the Walmart, attendants in McDonald’s. Instead, they are working on the cutting edge of engineering, science, such as 3D printing, personalized drug delivery, high performance computing in national defense, etc. Those fields are crucial to any country in the world. With their contribution, US people can have better health care, cheaper manufacture cost and an even safer country. With their creativeness, new technology based companies may be developed and more jobs will be created for the US people. WIthout OPT training program, all the contribution brought by OPT students would be limited or even completely gone. What is worse, those students will use their talents to compete against US  if US has to send them back to their home country. It is an even dumb decision considering that US has spending a lot of funding and resources training them.

To sum up, I strongly support the STEM OPT extension for both the national comprehensive competitiveness and the benefits to the general US people.

This country was built from immigrations from all over the world. Many talented people from other countries have worked or are working hard here since many years ago. Specially people with STEM backgrounds, they are the keys driving the technology moving forward. Losing all those people due to the visa problem is really an unwise decision. Although they represent a small portion of the population, but they are no doubt the most talented group of people around the world, usually with and advanced degrees from US universities. US shouldn't create a hole for itself and let talents flow to other countries. .--

Also, more importantly, more majors should be considered as STEM majors too, like Economics related major. They are also highly math skills needed majors and a lot of great talents with solid science background are pursuing degrees in these fields too.

论点:
1. 17-months to 24-months 区别不大,但是更加显示出美国是个diversity的国家。
2. 24-months对国际学生仍然有很大的制约。把国际学生视为对citizen的工作的威胁是citizen一种不自信的表现。

Absolutely SUPPORT.

A 17-months extension to 24-months extension of OPT really makes no big difference. However this rule shows that US is a country of diversity.. Χ

Someone comments saying it would impact the rights of US citizen, which doesn't really make sense. As a US citizen, one could work for any employer, while international students with OPT can only work in a position that is closely relative to their majors (STEM), with only a limited time of unemployment period for job seeking. These restrictions still limit the threat from international students to US citizens.

Taking international students as threats to US citizen is an unconfident approach from my perspective.

As an international student, I DO AGREE the statement of OPT Extension.
As a F-1 student, we appreciate the opportunity to study abroad in US. However, we think we are able to do more than simply taking your resources but contributing nothing.
As an undergraduate or graduate student, we averagely spent four years studying in US. In these years, we studied in the same libraries and classrooms as you Americans did, took the same resources as you American took, and enjoyed the same public facilitates that open to students as you American enjoyed. That is, WE, INTERNATIONAL STUDENT, have already taken all of the resources that you provided in universities and colleges. We have already in a great percentage compared to you native people with advanced education.
Indeed, based on many kinds of reasons, many universities are expanding their admissions year-by year. For example, as myself, I come from a Top10 school based on the ranking of US News while this is currently my fourth year. As I experienced, more than 300-500 international students out of totally 5000 are joining in our schools EACH year compare to the previous one.
Therefore, is it fair that we SIMPLY take your resources for knowledge and research BUT do not contribute ourself according to what we get from you?! Admittedly, some PHD students can contribute themselves from some researches. HOWEVER, will this profit your country so much? No! This is mostly profit PHDs themselves in their future career.
Then, the BEST and the ONLY way for us to make contribution to your country is to working here and make REAL PROFIT to your economy! How much time is it enough for such contribution? 12 months sounds okay, 17 months sounds good, 24 months sounds great BUT still not the best.
ACTUALLY, IS IT FAIR AND WORTHY TO YOU AND YOUR PEOPLE, THAT WE TAKE FOUR YEARS OF YOUR RESOURCES, BUT CONTRIBUTE ONLY ONE YEAR TO YOUR PEOPLE AND COUNTRY?!
The more contribution we make to you, the more profit your country will get, and the better life quality your government can provide..--
As we F-1 student here, as we make contributions, we can not only make you profit via the companies incomes but also the tax we paid. All of these money can
(1) help you provide better life quality to your native American people,
(2) give you money to open more companies that offering jobs to your native American people.
In conclusion, this statement of OPT Extension is really important based on what I illustrated. Also, as this is a statement that "facilitate us, then profit you, then help your people, then benefit ourselves again, then profit you and your country once again, then ........" as a cycle, it's REALLY important to make it go through.
