1.Total of 308 or above on the official GRE exam (153+ verbal, 155+
quantitative and 4.5/6.0 analytical). For the old GRE score system a total
score of 1200 or above (500+ verbal, 700+ quantitative and 4.5+/6.0
analytical).
2.All students applying to the program are considered for financial aid.
Applicants are encouraged to have their application completed before the
financial aid deadline in order to be considered for aid. The deadline is
January 1 for the Fall 2013 term.

No one is rejected based on one particular GRE score. Everything is taken into consideration by the admissions committee. Based on what you report below, it appears to me that your scores are good enough for admission, but this is only an opinion; it is up to the admissions committee.

Hi,
The minimum score you can receive on the TOEFL is 79 which you have met.  We suggest that applicants have at least a 155 on the Quantitative section of the GRE as well which you have easily met.  You should have at least a 3.0 GPA which you have also easily exceeded.
I do not have specific data on the ECE department however the average scores of accepted students are a little higher in that department.

A：

The Graduate Studies site indicates:Receipt of official copy (not student's copy) of applicant'sproficiency scores achieved not more than two years prior to the semester ofadmission.Since your 4/23/11 TOEFL test scores will be valid only through4/23/13, the TOEFL exam would needs to be retaken for scores to be valid forthe fall 2013 semester.
Q：Since my score isstill valid now and ETS can send official score report to you, can I use thescore to apply first?Is it possiblethat you review my application and consider admission with my old score first? And I might reportmy new score to you in Mar, 2013, if I can retake TOEFL test in Feb.
A：Since TOEFL scores are a University requirement rather than aDepartment requirement, CPE is not allowed to make a decision based on the oldTOEFL scores.  There most likely will not be any funding opportunitiesleft by March, but if you are providing your own funding, then a decision couldstill be made in March 2013.

I’d definitely suggest taking the TOEFL again, since 100 is the minimum and your first score is so close.  Applying early has no effect on whether or not you will be admitted to the program; every application is reviewed according to its merits.
There is not a minimum for the GRE, but good scores are certainly a factor we consider.

Can I upload both the transcript from my school and from WES? And if so, which GPA should I enter into the blank of my application?

小秘的回答：
Many institutions, particularly those outside of the US educational system, do not grade students on a 4.0 GPA scale. Our faculty is familiar with the higher educational systems of countries all over the world and evaluates an applicant's academic performance within that individual's local context.

When applying, you do not have to convert your grades to a 4.0 scale. Instead, please indicate your overall standing and the grading scale used in the fields provided in the online application.

The Admissions Committee will review the GPA as stated by your institution in the transcripts.

我申请了WES，绩点比学校的高，我问小米把WES和学校成绩单都上传，小米说不用，上传学校的就好了，他们会再换算的。应该成绩填百分制的就可以了吧~

UCSD小米估计邮件有点多，是先回了一封模板邮件，过了3天才手回的。

The deadline adheres to all materials being submitted. Therefore, if your items are in by the deadline and the evaluation of your transcripts from George Mason University are pending, in most cases, this should not be a problem.
2、Please submit your degree as well.  Once we receive these documents, we will automatically process your evaluation.

Our program is an intensive, research oriented PhD program with a full tuition scholarship and monthly stipend awarded to the students admitted to the program.
