1 They are reviewed by the Graduate Admissions Committee as they arrive starting in January.  If you are a very strong candidate the likelihood of being admitted is higher than most.
2 It really depends on how the rest of your application looks.  If you are VERY strong in other areas it could compensate for the poor English score.

There is not a place to upload your CV because it is not a required part of the application. If you wish to send it to the university, you can mail a hard copy to the Graduate College via postal mail. However, since it is not a required application material, there is no guarantee that it will be reviewed with your application.

“We allow a few weeks after the application deadline for official test scores to be received by the December 15 deadline. As long as you have self-reported your test scores in the online application, and your test scores are received in a timely manner, your application will be considered.”
“If by the time that faculty begin reviewing applications, and your official test scores are not received, application may be marked incomplete.” 这样的材料不会被审的
“The earliest that faculty will review applications will be January 7”

Our review process involves RANKING APPLICANTS AGAINST EACH OTHER in different areas of the department's research. The letters of reference are probably the most important, with transcripts second and statement of intent third.  TOEFL scores for international applicants help us calibrate the recommendations and transcripts.  Because applicants and their backgrounds are so varied, it is impossible to say quantitatively what is required for admission.   (Also, different research areas will have different levels of supply of and demand for graduate students.) Evidence of creativity, intellectual curiosity, initiative, and willingness to work are as important as good grades, and much harder to evaluate.

也没说托福一定就卡人，他们录取人得标准是综合起来看，RL最重要>GPA>Statement of Purpose.

由于不自信最后还是没申请，过了截止期了，留着给明年的人看吧。。。呵呵。。。

I have spoken with our Graduate Chair and he has stated the following:

"Yes, we do consider cases where TOFEL scores are slightly below our
requirement. Such cases should be backed up by other evidence of
excellence, such as publications or strong GRE scores."

So, we would encourage you to still apply to our Graduate Program.

他们的意思是他们会考虑稍微低于100一点的同学，其实客观的说托福对申请他们来说还是很重要的，除非你真是某个方面极其强；上次顺便去北京的PhD workshop跟小蜜见了下面，看了我的托福之后，二话不说，给我写了张纸条，唯一的建议：redo your toefl。

A: Thank you for your interest in continuing your studies in Electrical Engineering at the Pennsylvania State University.  We have received your online application in our department by the deadline. We are processing applications from over 1,000 applicants and currently have many packages to match with online applications.  Please be assured that we will contact you as soon as we have done that, and we will advise you if there are materials still needed.

We know that the online system will not provide you with an updated status.  You must wait for our email.  Our Admissions Committee will begin to review applications in late January, continuing into March 2013.  Please be patient while we process your application.  We promise that we will send you an email as soon as we have more information.
