再加一个英国同学关心的问题 在UK读完master 是否来得及申请美国fall 能否无学位先去美国

问题
Dear sir,

I will begin to take one year MSc course in UK this summer. And I plan to apply for 2013 Electrical Engineering PHD program of your department this September. I can finish all my MSc courses and tests and leave UK in July 2013. However, my MSc degree can not be achieved untill October 2013. Is it possible that I enroll in my PHD program first and give you my degree certification later in October? Will this cause visa problem?

Please pardon the lateness of my reply. Yes, it is common for official award of Master’s degree and final transcript to not be available until after the beginning of your first semester in PhD studies. This is common and does not result in a problem with obtaining your visa.

Thank you for your interest in our department and Stanford University. It would not be a problem for you to enroll before you receive certification of your master’s degree, as we only require a bachelor’s degree for matriculation to our PhD program. You will be eligible to transfer course units from your master’s degree after successful completion of one quarter at Stanford.

Admission into our department will not be contingent upon the conference of your MS, but you must have at least the BS before we can admit you into our graduate program. You can have your degree conferred while you are a matriculated student in our department, but cannot be simultaneously working on it. Admission into our program assumes that you are not pursuing another degree elsewhere, in other words, all academic credit for your MS degree in the UK must be completed prior to matriculation into our program here.

since everyone must apply for PhD program anyway, I think it will be ok.  We would need an official letter from the university stating that you have finished all the requirements for the MSc degree, even though it will not be awarded till October.  When you write your Statement of Objectives, you can say that you are working on your Master’s degree, and plan to complete the requirements by the time you enter MIT.

We strongly recommend applicants to have at least the minimum requirement requirement before they apply.  TOEFL or English language requirement is an important requirement; therefore, I would recommend that you have the minimum scores. Our review process involves RANKING APPLICANTS AGAINST EACH OTHER in different areas of the department's research. The letters of reference are probably the most important, with transcripts second and statement of intent third.  TOEFL scores for international applicants help us calibrate the recommendations and transcripts.  Because applicants and their backgrounds are so varied, it is impossible to say quantitatively what is required for admission. (Also, different research areas will have different levels of supply of and demand for graduate students.)  Evidence of creativity, intellectual curiosity, initiative, and willingness to work are as important as good grades, and much harder to evaluate.

我的问题： I noticed that there is a section called "Personal Statement", also in the "Check Application Status" section, I was told that I should upload a "Statements of: Goals+Research Interests and Experiences" into the "Upload Attachments" section. The ECE department's Graduate Admission page shows that a "statement of purpose" is required. I am wondering in which section should  I upload the "statement of purpose", and what's the difference between "Personal Statement" and "Statements of: Goals+Research Interests and Experiences"?

A personal statement, statement of goals + research interests and
experiences, and statement of purpose are all the same thing. There is
only one statement you have to write. Why they call it three different
things, I do not know, but they are all the same thing.

Here are some general guidelines for the statement of purpose in case
you need them. It is expected to be in paragraph form and there is no
word limit. I would advise that you be pretty concise and to the point
though. Consider that the admissions committee has to read thousands
of these statements, so being as concise as possible is beneficial. I
would try to keep it under 2500 words. Also, be sure to address your
research goals and interests, why you want to attend graduate school,
why the University of Maryland is right for you, and why you are right
for the University.

We recommend that you provide proof of support when you submit your
application.  If you do not provide proof your applicatino will be
evaluated and processed without the documents.  However, if you are
admitted to the program in ECE, we will not request an I-20 on your
behalf until proof of support has been provided.

If you are unable to take the GRE subject test, please explain your reasons in the text box included in the Test Scores section of the online application. Our faculty members look at a number of different criteria when making admissions decisions, so you won't be automatically disqualified if you are unable to take this test.
