Help! H1B problem

Background info about me:

I am currently pursuing my BS in Computer Science in Georgia, and I will graduate in May 2013. I have applied for several graduate schools, although I haven't got anything back.

My plan is that I want to delay my admission for 1 year and try to get H1B within this year. In this way, I can pay in-state tuition when I enroll in graduate school in Fall 2014. At that time, I will work fulltime and go to school partime.

I have already applied for OPT. The start date is May 24. 2013, and I think it will be valid until May 23, 2014. I am getting a return job offer from SAP Atlanta office, and they agree to file H1B for me in 2014 since they cannot do it now because I have not graduated.

I have done some research on this forum, but I still get some problems:

1. Based on my research, if the company will file H1B for me before April 1st, 2014 and if I am so lucky that I can get approved within 3 months, the H1B visa will become valid in Oct 1st, is this correct?

2. Most graduate school's start date is around the middle of August or early September. Based on the fact that I delay my admission for 1 year, my start date will be August or September, 2014. However, at that time, my H1B is not becoming valid yet. There is 1 month gap between my start date of graduate school and the start valid date of H1B, this is the main problem I get. Could anyone help me with this?

H1B生效前等待期间你有合法美国居留权，不用担心身份问题。

但是你这样还能拿到周内学费吗？你入学的时候还是F1,不是H1-B啊

嗯啊，这个就是问题所在。如果H1b还没生效，就入学，就拿不了州内学费了。我可能没表达好，哈哈，我其实就想问这种应该怎么解决，能不能和admission office谈谈啥的。不过楼上一句一切都解决了！多谢多谢

H1B holders has almost the same rights as Green Card holders...that's what I think...

Absolutely not.

尽管H1B比F1要好很多了，但是比起GC这种完全自由的状态还是要有本质性的差别吧。

I am sorry... I mean the rights I am currently concerned, like in-state tuition, 6-year work authorization, visa to work fulltime and go to school partime.
