我想知道这是拒了么，这说法真的缺心眼儿啊

今天收到boston university的平信，内容如下
Your application for admission to the graduate programm in Mathmatics for the fall 2013 semester was withdraw form consideration because it was deemed incomplete by the department at the application deadline. If you have any questions about this action, please contact the Mathmatics Department directly.

Should you wish to be reconsidered for a later semester, please submit your new application along with all of the required credentials to the GSAS admission office.等等等后面就是地址什么的。

没见过这样格式的拒信好么。如果说是因为我资料不齐，那也从来没人通知过我啊！平信通知资料不齐这不是缺心眼是什么...我之前还写邮件问小米我的资料齐不齐根本没人理我！有没有人碰到过这种情况啊
