gap cap 问题

请教下各位同学 有没有跟我一样在读第二个master 没有办法再次申请OPT 但是今天h1b 抽中 律师申请COS  需要gap cap 合法留在美国 今天联系国际办公室要更新的i-20 with gap cap 居然跟我说 我没有opt 他们无法给我update i-20...我把移民局法律条款发过去 the criteria below shows that it applies to students whose program ends between April 1 and September 30.
Eligibility for a Cap Gap Extension
To be eligible for a cap gap extension:

An employer must file an H-1B petition with USCIS to change the student’s status to H-1B.
The H-1B petition must request an October 1 start date.
The student’s Program End Date or Post-Completion/STEM Optional Practical Training End Date is between April 1 and September 30.
The student’s Program End Date is today or in the past.
