美国各大学对新生F-1 Hybrid政策

感觉现在每个学校对于新生F-1 Hybrid instruction的政策解读都不一样，所有的学校都表示这方面的政策不明确。UCB建议大家三思，不一定能入境：

New students who wish to attempt entry into the U.S. for Fall 2020 should be aware that they are travelling at their own risk, and we cannot currently predict their reception by U.S. Customs and Border Protection.

UCLA没有提到入境问题，但是表示假入课程中途因封锁转到online到话，F-1新生会完蛋：

If an F-1 student enrolls full-time in a combination of in-person and online classes, but will not successfully complete the in-person course due to another stay-at-home order from public health officials, class cancellation, or withdrawal from the in-person class due to academic difficulty, the student will be out of status and will be required to return home immediately.

CMU建议大家在来之前跟学校谈话

if you are planning to enroll at CMU for the fall in in-person classes and want to travel this summer, we recommend using extreme caution, since travel may be risky at this time. In this case we strongly recommend that you call OIE and make an appointment to talk to an OIE advisor before making any travel plans.

Yale先表示大使馆不懂法😓

When the Department of Homeland Security (DHS) rescinded their July 6th guidance and July 7th FAQs, the I-20 re-print requirement ended. Students may use the most recent I-20 they have received from OISS, either electronically or in paper.

Government Miscommunication: Some students have reported that consulates do not know about the most recent guidance which clearly states new I-20s are not necessary.

OISS is still awaiting guidance from the Department of Homeland Security (DHS) on how to handle the immigration records if you are required to start your program abroad due to travel or visa delays. This includes questions of eligibility for Optional Practical Training (OPT) for one-year programs or Curricular Practical Training (CPT) for two-year degree programs. Cornell建议大家小心，但是暗示假如要（晚）来的话，可以帮着大家改I-20 course start date：

Keep in mind that new students must enter the U.S. and report within 30 days of the program start date in the SEVIS database in order to keep their SEVIS record and I-20 active. If your arrival will be delayed, please contact us so that we can update your I-20 program start date in the SEVIS database.

WUSTL 在周五确定在秋季所有F-1学生（包括新生）不会因为中途转网课而需要被迫离境，基本上是否定了UCLA的解释。

另外，大家还需要跟学校确认一个问题：hybrid是否可以申请CPT，用来在美国做明年暑假的实习？
以往是新生入境，在美国读完秋季和春季两个学期，到暑假就正好满了两个学期，暑假可以使用cpt做实习。

也欢迎大家来地里起个帖子，讨论hybrid->CPT 这个话题，也会给加分！

uw表示，只要课程内有一部分是inperson的，譬如考试/discussion/research设计in person的，无论你上课是不是全不remote，这门课就算是hybrid不是全online。然后只要你有一门inperson身份就不会失效。关于cpt的话是说只要入境就上满3个quarter就有。

抱团楼主，我已经被迫决定在国内上网课了。虽然学校可以hybrid，但是开学时间之内也来不及签证了

USC: 别来，真的别来。赶快申请Online，这样我们就能吧你的I20变成春季入学了

Buffalo：你在境外对不对？7.22前必须到美国境内。
什么？7.22还在境外？没关系，你只能选择online了，我们帮你把start date改掉。

我亲爱的大学不要打我，不过buffalo这个7.22必须做决定，且若当时不在境内则只能网课的政策也有点蛋疼。我已经跑去柬埔寨办签证了，希望大学不要背后偷偷改了我的start date，那就是两肋插刀了

其实假如ucla的解读是对的话，这学期去美国就是大冒险

同样非常迷惑，新生fully online不能入境指的仅仅是学校层面上？还是会看个人选课情况？fall真的非常想去

这...那要是上完一个学期的网课之后，是不是就不是新生了（就可以入境了）？

本来日增1-2w的时候我还打算硬着头皮新生F1入境，现在我都不敢入境了，打算fall先网课了。。 还有多少人决定顶着毒去的，想知道你们的原因

现在能去的都在第三国，感觉总共有三个可能的原因：
1. CPT
2. 第三国签证会在春季开学之前到期，所以没法在第三国上网课，回国又太麻烦
3. 第三国疫情也不好，并没有比美国风险小
