H/L Visa Ban Exception

今天看见公司发了个邮件才知道有这么回事：（公司名打码）

A court order (https://www.fragomen.com/insight ... ies-court-challenge) in October 2020 barred the State Dept. from applying the ban to employees of certain organizations and their members, including Technet and the Chamber of Commerce. XXX is a member of both TechNet and the Chamber of Commerce, and thus XXX employees are not subject to the H/L/J visa ban, nor does the extension through March 2021 directly impact XXX employees. XXX employees will need to demonstrate XXX’s membership with TechNet and/or the Chambers. It is important to note the court injunction may be lifted at any time which could mean XXX employees will be subject to the ban.

查了一下这个Technet，基本上很多大中厂都在。

但是听说由于travel ban所以国内使馆不给签。那是不是可以先回国，然后去第三国，比如说墨西哥(?)，签h1b然后顺便待满14天，然后返回美国？

别的不太懂。我只知道地里有人说过第一次H1B不能去墨西哥，除非有墨西哥身份
