德州resident hunting license

请问一下版上大佬们, F1 status在德州住满6个月可以买resident hunting license吗？

Texas hunting license purpose 的resident的定义是a person who has lived continuously in Texas for more than six months immediately before buying their license, officially documented members of the Kickapoo Traditional Tribe of Texas or members of the U.S. Armed Forces (and their dependents) on “active duty” anywhere. A person who claims residency in any other state for any purpose and is not an officially-documented member of the Kickapoo Traditional Tribe of Texas or a member of the U.S. Armed Forces (or dependent) on active duty is not a resident.

参照2017年Arizona事件，这里的”in any other state for any purpose”是否也把F1学生排除在resident之外了？还是说这里的state只是指美国的其他州？
