    As a prospective international student from China studying in engineering, the OPT will be an important factor for me to choose graduate schools. Comparing with studying in the US:
    1. Hong Kong promises, without any provisions, international postgraduate students in STEM WORK visas immediately after they get their degrees. The one-year long work visa, which can be extended as long as you find a STEM related job, guarantees your legal stay in Hong Kong even if your are UNEMPLOYED.
    2. And Hong Kong is a competitive choice because its low education fees(less than half that of the US), high salaries, cultural similarities and proximity to mainland China.
    3. German and France provide free post secondary education to all students, including international, and they also provide programs taught in English. Their educations are of high qualities and low cost.
    4. Singapore, the UK are also competitive destinations if the OPT in the US is entailed to just 12 months.
    The extension of OPT is an important factor for me to consider when choosing graduate schools, because graduate education in the US is the most expensive one in the world, if I can't get well trained in those STEM companies, your graduate schools will be definitely less attractive. And a 12-months work is certainly TOO SHORT, even too short to complete a single project. And I think my case applies to many other Chinese students.
    I don't think our existence in the US will detriment your prosperity nor do harm to your people:
    1. I can't see any disadvantages of well educated people working for your companies, which will enhance your companies competitiveness.
    2. And legislations have already guaranteed native workers' priority in getting employed,
    3. let along we are just in internship.
    4. For those complaining unemployment, they should notice that the unemployment rate of the US in Oct. 2015 is 5%, which is at the lowest point in the past ten years, even though the 12+17 OPT has existed since 2008. So, for those unemployed, they should improve their own competence for specific jobs instead of complaining. If the had read as many book as, coded as many programs as, deduced as many equations as or solved as many problems as those hard-working students, they wouldn't be unemployed nor earn low salaries. Diligent people should be respected, talented people should be admired, but inept workers shouldn't complain.
    5. Your government should also notice that there are more and more engineering companies, Internet companies here in China providing higher salaries and more senior jobs than in the US, more and more of us are willing to come back and have no plans in immigration.

Strongly SUPPORT to extend the OPT program for the STEM international students, I have the following reasons:

1. United States need more talented workers across the globe, international students with an extension OPT program can help on this to keep United States' companies more competitive.

2. International students actually do NOT take American workers' jobs. The STEM jobs are taken by international students is just that companies can't find a native candidate with the required expertise.

3. International students with an OPT program DO pay tax and even more, since they have to rent and live, they support civil economic development in United States.

4. Yes, a lot of international students obtain their OPT in order to get an H1B visa, and then they get their green cards, even join US as a citizen. All of those base on their hard and hard work, which is exactly the "American Dream" - "a dream of social order in which each man and each woman shall be able to attain to the fullest stature of which they are innately capable, and be recognized by others for what they are, regardless of the fortuitous circumstances of birth or position." 5. United States was, is, and will always be an open-minded，just country. International students were, are and will keep making huge contributions to this country. According to the Partnership For New American Economy (link), "The cutting-edge, “American” firms of tomorrow — Google, Intel, eBay, Yahoo!, Sun, Qualcomm — are all immigrant-founded", and "Fortune 500 companies founded by immigrants or children of immigrants employ more than 10 million people worldwide. Immigrant-founded Fortune 500 companies alone employ more than 3.6 million people, a figure equivalent to the entire population of Connecticut."

I absolutely SUPPORT this proposal that extends STEM OPT to 24 months. And my reasons are as below.
Firstly, although some people say that the students who have OPT extension have gotten the jobs which should have belonged to them. This claim is very ridiculous. Since we, the international students, who have OPT extension seek jobs equally with the local, we have the same right and the same obligation rather than the special right or free duty. We find jobs just because of our competitive advantage. We have learnt broadly and deeply knowledge in the top schools, therefore, we found our internship. These who cannot find jobs in the market also cannot find jobs even if we do not have the OPT extension since they are so lazy and stupid, they do not like to study and work harder but find some ridiculous reasons to blame the boss, the government, and others.
Secondly, most of international students find their jobs since they learnt what most of Americans not like to learn. We do the job which is hard and tired, hence, most of Americans do not like to do it. Without OPT extension, we cannot work in the America, or just work for a short time, but the local American cannot do our jobs, so, they do not find their jobs either, and our companies have to lose so many many excellent employees. And for government, she will also lose many taxes. So this proposal is a win-win strategy. Concealing this proposal  only can make lost, nothing more.
Thirdly, we, the international students also contribute many GDP for America. American’s GDP is the highest around the world, this result cannot without the excellent mathematicians, scientists, engineers. The high-tech is the crucial point of GDP and economic growth. However, if the government cancels the OPT extension, most of international students who are major in science and technology will not study in the US, and the US will lost many many excellent experts. In order to keep the America’s international standing, the government have to support this proposal to contain these outstanding international students.
In sum, I absolutely SUPPORT this proposal which extends the OPT to 24 months. Since this is a win-win strategy for both international students and America.
