some people don't like to eat fatty foods
they may feel full and just don't want to eat morethey can also fidget a lot more,

and absorb certain nutrients with less efficiency
lots of this is determined by genes
fat cell count is largely determined during adolescence, they change in size only - except in extreme situations where count can still increase during rapid consumption of huge number of calories.
if someone was thin as a teen, it is indeed harder for them to gain more weight
that said, with age, many of these things change, most notably, base metabolism
if someone doesn't keep exercising, the muscle ratio becomes lower (lower metabolism), and women can lose up to 1% in bone density per year after 30
it is indeed common for a teenager to have trouble gaining weight -- many Chinese young adult males are very skinny
for teenage girls, it's another story
