Section 1.  Suspension and Limitation on Entry.  The entry into the United States of aliens as immigrants is hereby suspended and limited subject to section 2 of this proclamation.

Sec. 2.  Scope of Suspension and Limitation on Entry.  
(a)  The suspension and limitation on entry pursuant to section 1 of this proclamation shall apply only to aliens who: 以下是说这个EO到底会影响哪些人

(i)    are outside the United States on the effective date of this proclamation; 只影响目前在美国境外的人

(ii)   do not have an immigrant visa that is valid on the effective date of this proclamation; and 目前没有持有移民类签证的人

(iii)  do not have an official travel document other than a visa (such as a transportation letter, an appropriate boarding foil, or an advance parole document) that is valid on the effective date of this proclamation or issued on any date thereafter that permits him or her to travel to the United States and seek entry or admission. 这句话我不太理解，大家讨论下，好像是说如果你有回美证就可以进美国，如果只有visa就不行？

(b)  The suspension and limitation on entry pursuant to section 1 of this proclamation shall not apply to: 以下的人不被影响

(i)     any lawful permanent resident of the United States; 已经有绿卡的人

(ii)    any alien seeking to enter the United States on an immigrant visa as a physician, nurse, or other healthcare professional; to perform medical research or other research intended to combat the spread of COVID-19; or to perform work essential to combating, recovering from, or otherwise alleviating the effects of the COVID-19 outbreak, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees;  and any spouse and unmarried children under 21 years old of any such alien who are accompanying or following to join the alien; 特殊行业从业者，比如医护人员

. check 1point3acres for more.(iii)   any alien applying for a visa to enter the United States pursuant to the EB-5 Immigrant Investor Program; EB5类申请人

(iv)    any alien who is the spouse of a United States citizen; 美国公民的配偶（但没有提绿卡持有者配偶）

(v)     any alien who is under 21 years old and is the child of a United States citizen, or who is a prospective adoptee seeking to enter the United States pursuant to the IR-4 or IH-4 visa classifications; 公民的21岁以下子女，或潜在被收养人

(vi)    any alien whose entry would further important United States law enforcement objectives, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees, based on a recommendation of the Attorney General or his designee; 不知道啥意思

(vii)   any member of the United States Armed Forces and any spouse and children of a member of the United States Armed Forces; 美国现役军人

(viii)  any alien seeking to enter the United States pursuant to a Special Immigrant Visa in the SI or SQ classification, subject to such conditions as the Secretary of State may impose, and any spouse and children of any such individual; or SI或SQ类签证申请者，不了解

(ix)    any alien whose entry would be in the national interest, as determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees.

以下是我个人的解读，如果理解错了请大家指正。以及，我是新人，请大家 赏点米~赏点米~
从4月23日晚上23:59开始有效，有效期60天；
没有提大家感兴趣的H1-B renew；如果你是学生签证，又没有绿卡，现在你回国了，未来60天不能回美国；
如果你有有效的H1-b，现在人不在美国，未来60天也不能回美国（评论中有人说H1-b可以被认为是移民签证，这里我存疑，大家讨论）；
但基本上如果你目前已经在美国境内，不会被这个行政令影响；
如果申请婚姻绿卡，应该也还好；
EB-5也没问题。
我觉得这个行政令是雷声大雨点小，本来就travel ban了，很多航班都停了，目前在美国境外又没有绿卡的本来也进不来了。

网友指出：注意Section1是整个EO的大前提，这里限制的是aliens as immigrants。
这个行政命令只是限制境外的immigrants，即人在美国境外申请美国绿卡或移民签证。

sec 6有这么一句: Within 30 days of the effective date of this proclamation, the secretary of labor dhall review non immigrant programs and shall recommend to me other measures appropriate to stimulate the United States economy and ensure the prioritization, hiring and employment of United States workers. 也就是说30天以内他们会考虑nonimmigrant visas的问题

根据公司律师的说法：
1. 不影响现有的非移民签证（NIV），H1B, L1, E3, TN等。
2. 不影响今年抽中H1B的人的申请。因为疫情的原因，这个受理过程会变慢，但是目前的行政令对这个没有影响，当然律师也提到了后面30天后可能会有进一步的发展。
3. 不影响在美国内部的绿卡申请。
4. 不影响用AOS做工作申请。
5. 不影响绿卡更新。
6. 不影响在海外持NIV的人进入美国。
.--7. 不影响包括H1B在内的NIV的更新。
8. 不影响有I140的人在H1B6年到期之后的申请。

这样看起来影响应该是比较小的，基本上对在美国境内有合法身份的人就是没有任何影响。30天之后那个关于工作签证的EO才比较关键。

我看移民律师对第六条的解读：Regarding section 6 asking for recommendations on changing non-immigrant categories, a reminder that we’ve had something called the Buy American Hire American Executive Order for three+ years that orders these agencies to do this already.
This seems more scare tactic than reality. These agencies were ordered to do this more than three years ago under BAHA.

我的理解是这样的，如果你只有学生签证，没有其他的移民类签证，你目前又不在美国境内的话，那未来60天你是不能回美国的

我觉得楼主分析的没错. 这次川想搞个大新闻, 结果看起来和之前的Travel Ban没什么两样, 在美国的不受影响, 在美国之外的反正现在也没法回来...

PS: 川在twitter上被反移民组织在狂喷, 说有什么卵用...

但其实影响也不大 反正现在也回不了国 感觉他这个是想让已经在美国国外的人进不来

我现在就是希望快点毕业然后回国😂

看上去旅游签一样也进不来（当然现在连航班都没有其实没啥区别。。。）

特朗普签署的移民禁令，针对的外国人包括： 1公告生效之日 人在美国境外； 2 没有在本公告生效之日获得有效移民签证； 3 除签证外，持有 有效官方旅行证件（比如AP卡，transcportation letter, boarding foil）

EB5不受影响 太真实了😂😂
