继前两次信息错误之后，第三次opt申请再次被拒，为什么？

本人第一次OPT申请，生日年份填错被退回
第二次申请不知道要拿新的i20再次被拒
第三次申请真的不知道为啥，又被拒了
请地里的各位大神帮忙看一下，这是什么原因被拒？
timeline:
5.7毕业
7.1得知材料错误
7.2寄出第三份申请（fedex overnight）
7.3USCIS签收
9.23 官网显示denial

我的OPT被拒过，也是过了毕业后30天被拒的，跟你有点类似，是交的时间晚于I-20 issued date的30天内，收到拒信的时候又过了grace period，可以说，基本凉透了。
你能做的，一个叫做motion to reconsider, 就是重开你的case, 这个需要学校帮忙出具证明说不是你的问题，这个处理非常慢，中途你啥都不能干，不能上课不能工作甚至不能开车（无法更新驾照）....相当于浪费一年。成功率嘛，好像不是很高。
另一个就是找一家别的学校，再读一个master。鉴于你的F1已经结束了，你只能通过出入境，或者境内激活(reinstatement)从out of status变成F1。Trump在2018年发布了新政，对out of status and illegal presence有了新的定义，你最好自己研究一下，我当年找了五个律师，每个人都是一知半解，最后是我科普了他们移民知识的空白，哎~

我当年曲线救国的方法就是选择境内激活，找新学校保住F1，期间找工作，抽H1B，最后回国激活H1B回来（因为境内没有身份了）。过程非常纠结，也是万不得已。

你的致命问题是7月24号那天你失去了学生身份，变成了out of status. 你可以问问学校讨个公道。但是不管为什么，你现在必须得回国了，除非你打算黑在这，或者以后再也不来美国了。

Upon consideration, it is ordered that your application be denied for the following reason(s):

8 CPR§ 274a. l2(c)(3) allows for the authorization of employment to:

A nonimmigrant (F-1) student who:

(i)(A) Is seeking pre-completion practical training pursuant to 8 CFR 2!4.2(t)(l0)(ii)(A)(l) and (2);

(B) ls seeking authorization to engage in up to 12 months of post-completion Optional Practical Training (OPT) pursuant to 8 CFR 214.2(f)(l0)(ii)(A)(3); or

(C) ls seeking a 24-month OPT extension pursuant to 8 CFR 214.2(f)(IO)(ii)

(C). 8 CPR§ 214.2(f)(5)(i) states, in pertinent part:

Duration of status is defined as the time during which an F-1 student is pursuing a full course of study at an educational institution approved by the Service for attendance by foreign students, or engaging in authorized practical training following completion of studies, except that an F-1 student who is admitted to attend a public high school is restricted to an aggregate of12 months at any public high school(s). The student is considered to be maintaining status if he or she is making normal progress toward completing a course of study.

A search of USCIS records indicates that on July 24, 2020 your status was changed to Completed. Since you have completed your program of studies and are no longer in status as an F-1 student, you are ineligible for employment authorization under ( c )(3)(B).

Your Form I-765 is denied.

This decision is without prejudice to consideration of subsequent applications for employment authorization filed with United States Citizenship and Immigration Services.

最后说你已经不是F1 status了 就不能申请opt了

但学校说从opt被拒那天才开始算，但我已经拿到了新学校的i20，我在想是出境再入境激活新i20，还是reopen case

Reopen耗时很漫长，而且成功率很低。跟学校好好说说吧。

你是不是在7/24把sevis从旧学校转去了新学校？
