所以其目的应该是尽快通过一个title相同的法案然后进入两院协商阶段。

我的意思是移民部分没有修订，就还在

strike all的意思应该是 达到全部

所以现在到底是啥情况, 我看了半天还是很糊涂, 这法案通过了吗?

我看到的英文解释不是这样的，strike all的意思应该是删除之前house提案全文。strike在英语中是删除的意思，strike all是彻底删除。

A "strike everything after the enacting clause" amendment (also referred to as a "strike everything" amendment or simply a "striker") proposes to delete the entire text of the existing bill and substitute new language, essentially making it a completely different bill, possibly on an entirely different subject. These amendments are sometimes used to allow legislators to circumvent the deadlines on introduction of new legislation, deal with an issue that arises after the deadline or revive a bill that has previously been defeated.

目前没有通过，参议院通过了自己的和house不同的版本，等待两院协商最终版本

strike all是全文删除的意思

感谢楼主细心research帮我们梳理信息。而且对应original resource。
通过了对大家都是好事。 无脑说一定行一定不行都没用。

問題不單純只是GOP不給增加綠卡。這法案技術上來說並沒影增加綠卡，只是讓某部分人priority提前。主要的問題是你給了某群特定的人優先權後，就會有其他不同的利益的人找各種理由來遊說國會想要跟著分一杯

不知道这个conference committee是不是从judiciary committee里面找，如果是的话，可以抓紧联系下面的参议员表达诉求
住在CA, TX, IL, NJ等地有很多Asian，联系本州的参议员可能会好一些

I am writing this to ask you to support a provision that exempts international STEM Ph.D. graduates from US universities from Green Card numerical caps. It is a part of the American Competes Act passed by the House of representatives. I request you to keep the provision in the final Competes/USICA act that will be coming out of the conference committee.
The provision will ease the burden on highly skilled foreign-born PhDs and keep them in the US and help research and innovation. The provision was introduced by both Democrat and Republican representatives and has strong bipartisan support.
I appreciate your help and ask you to send me a response letting me know whether you can add the provision in the final bill that will make the US more competitive.

这个是senate judiciary committee，11对11的senate议员。
conference committee是house和senate的人联合组成的
需要联系自己州的议员，乱发没用的……
